This move is seen as a significant step toward modernizing Nepal's public service delivery and reducing corruption in the civil service. बालेन शाह प्रशासनले सन् २०२६ को अन्त्यसम्ममा सबै संघीय मन्त्रालयका कार्यहरूलाई कागजविहीन बनाउने उद्देश्यले एक व्यापक डिजिटल सुशासन पहल आधिकारिक रूपमा सुरु गरेको छ। यो नीतिगत निर्णयले सरकारी अभिलेखहरू सुरक्षित रूपमा भण्डारण गर्न र नागरिकहरूले एकीकृत मोबाइल एपमार्फत आवश्यक सेवाहरू प्राप्त गर्न सक्ने सुनिश्चित गर्न उन्नत क्लाउड कम्प्युटिङ प्रणालीहरू एकीकृत गर्ने कुरामा केन्द्रित छ। प्रशासनिक ढिलाइ हटाएर र भौतिक कागजी कार्यलाई कम गरेर, सरकारले प्रशासनका सबै तहहरूमा पारदर्शिता र जवाफदेहिता अभिवृद्धि गर्ने उद्देश्य राखेको छ। यो कदम नेपालको सार्वजनिक सेवा प्रवाहलाई आधुनिकीकरण गर्ने र निजामती सेवामा भ्रष्टाचार न्यूनीकरण गर्ने दिशामा एउटा महत्त्वपूर्ण कदमको रूपमा हेरिएको छ।
